Kính thưa Quý Vị Đại Biểu Quốc Hội Canada,

Tôi là người Việt-Nam sinh sống tại Cộng Hòa Liên Bang Đức sau khi được tin Quốc-Hội Canada đã ban hành đạo luật “S-219” vào ngày 22-04-2015, lấy ngày 30-04 gọi là “The Journey to Freedom Day Act” (Ngày Hành Trình Đến Tự-Do), tôi cảm thấy rất đau buồn vì tự ái dân tộc bị tổn thương:

Ngày 30-04-1975 là một biến cố lịch sử của 90 triệu người Việt-Nam, một kết qủa tang thương của một cuộc chiến tương tàn trên 20 năm,

cũng là kết quả của 40 năm qua cho người dân lành Việ-Nam vẫn phải sống trong áp bức thiếu Nhân-Bản, thiếu Tự-Do.

Ngày 30-04-1975 còn giải thích về tương lai sống còn của dân tộc Việt - Việt-Nam, một “Tibet” thứ hai? - Một Dân Tộc đã hơn bốn ngàn năm dựng nước, bảo toàn lãnh thổ, duy trì và phát huy lich-sử, văn-hóa Việt-Nam:  

Ngày 30-04-1975 không phải là một ngày đặc biệt nào đó của Quốc-Gia Canada về việc cứu vớt người Việt tị nạn CS.  Quí Quốc đã nhân aí đón nhận khoảng 120 ngàn người Việt tị nạn không đúng vào này 30-04-1975: Con số 120.000 thuyền nhân này là bao nhiêu phần trăm so với tổng số người Việt ti nạn sống xót và đã chết khi chạy trốn cộng sản và là bao nhiệu phần trăm so với 90 triệu dân số người Việt-Nam?

Thêm vào đó, vào cuối năm 1954 đâu phải đợi đến 30-04-1975 đă có hơn một triệu người Việt làm Cuộc Hành Trình Đến Tư-Do từ miền bắc đến miền nam Việt-Nam (xin xem Hiệp-Định Genève 1954), mà chính Quý Quốc là một thành viện chứng giám cho cuộc hành trình đến bến bờ Tư-Do này.

Qua những lý do cũng như cảm nhận chủ quan trên tôi xin trân trọng đệ trình đến Quốc hội và Chính phủ Canada nguyện vọng sau đây:

1-      Tôi phản đối sự việc lấy ngày 30-04 đặt tên The Journey to Freedom Day Act / S-219 (“Ngày Hành Trình Đến Tự-Do”) đã được Quốc Hội Canada ban hành ngày 22-04-2015.

Vì như vậy Quí Quốc làm mất đi ý nghĩa linh thiêng ngày 30-04 của 90 triệu người dân Việt.

Đối với Dân-Tộc của tôi thì ngày 30-04-1975 không thể cô đọng bằng sự an cư lạc nghiệp của gần hai triệu thuyền nhân Việt-nam tại những quốc gia tự-do đầy lòng nhân ái như Quý-Quốc, nhưng nó luôn sống động thôi thúc trách nhiệm lương tâm chúng tôi đối với tổ-quốc và đồng bào chúng tôi và nó sẽ trọn vẹn trong lịch sử của dân tộc Việt khi thật sự quyền tự quyết không còn nằm trọn trong tay một bè nhóm nào: Trong ý nghĩa này chúng tôi gọi Ngày 30 Tháng Tư  là Ngày Quốc-Hận.

(Để phần nào Quý-Vị hiểu ý nghĩa của cụm từ này tôi xin phép được dịch là “April 30^th The Vietnamese Wailing Day)

2-      Tôi trân trọng thỉnh cầu Quốc hội và Chính phủ Canada:

Chọn một ngày khác ngày 30-04  cho “The Journey to Freedom Day Act” (Ngày Hành Trình Đến Tư-Do) để không gây ngộ nhận mâu thuẫn đau lòng cho người Việt chúng tôi mà phù hợp riêng cho lịch sử nhận Thuyền-Nhân Việt nam của Quý Quốc.

Petition Letter to the Congress and Government of Canada on Bill S-219

Dear Senators and Members of Parliament,
As a Vietnamese expatriate living in Germany, I feel profoundly hurt and I feel our love and respect to our beloved country of Vietnam and Vietnamese people have been outraged since Bill S-219 was signed by Canadian Congress on 22-April-2015 to recognize April 30^th as “The Journey to Freedon Day Act“.
April 30^th 1975 is an undeniably historical event, especially to 90 million Vietnamese who live in Vietnam or abroad. It marks not only the day of a horrific consequence of over 20 years long and fierce Vietnam war, but also the day that our peaceful Vietnamese people in Vietnam were forced to live with no basic human rights and freedom under control oft he inhumanely oppressive goverment.
Importantly, 30-April-1975 explains the most threatened future of the Vietnamese people that have had more than four thousand years of history of defending our sovereignty and territorial integrity, protecting and promoting our culture, will Vietnam be a second Tibet?
Recognizing that your country Canada opened your loving arms and kind hearts to accept about 120,000 Vietnamese boat people into your country, 30-April-1975 is not any special date that is directly related to any event of Vietnamese boat people arriving to Canada.The number of 120,000 Vietnamese refugees in Canada is a relatively small number compared to the total number of Vietnamese refugees who live around globe and those who sacrificed their lives during their “odyssey” running away from the Vietnamese Coumnist government. The number is even much smaller compared to 90 million Vietnamese who are suffering in Vietnam.
Additionally,  the  “Journey to Freedom” of the Vietnamese did not start on April 30^th 1975 but long before that,  in the end of 1954 (see The Geneva Convention 1954),  more than one million Vietnamese had been on a “Journey to Freedom” from North Vietnam to South Vietnam and Canada was a member of the monitoring committee.
   Having presented the reasons and opinions, I would respectfully like to ask Canadian Congress and Government to consider my following requests: 

1.      I would like to protest against Bill S-219 that calls April 30^th “The Journey to Freedom Day Act” (signed by Canadian Congress on 22-April-2015) because it diverts the “sacred and true meaning” of April 30^th of more than 90 million Vietnamese people.  With our Vietnamese people, April 30^th cannot just be described by the settlement of more than 2 million Vietnamese in the free and democratic countries including your country Canada, but April 30^th has always been our constant reminder which engages our conscience and responsibilities to the country of Vietnam and Vietnamese people. Therefore, until the Vietnamese people own our destiny and history, we call it “Ngày Quốc Hận 30 Tháng-Tư”.

(In order to convey the meaning of this phrase I would like to translate it: “April 30^th-The Vietnamese Wailing Day”).

2.      I would like to ask the Canadian Congress and Government to consider a different day other than April 30th for your Bill S-219 / The Journey to Freedom Day Act to appropriately represent the Vietnamese-Canadians and the history of Vietnamese boat people in the Canadian history. That way it can avoid inflicting the hurtful misunderstandings for our Vietnamese people
